Care packages for young people

Background and purpose:

The Island has seen a significant increase in the number of Children looked after by the Council since March 2005. This increase has led to a shortage of local authority residential placements for some of those children who cannot cope with living within a family environment. As a result we have to seek residential provision off-Island and through the private sector. Life outcomes, particularly, educational outcomes for such young people can be adversely affected by instability and moves off-Island. We are aiming to improve the life outcomes of these children by improving the care packages that support them.

Progress Report

An analysis of the profile of young people accessing agency placements has been undertaken, the findings of which will ishape our approach to this project.

We are currently looking at how local residential assessment and care can be improved.

  • The Looked After Children Education Service has moved to new premises to provide a better service.
  • Additional resources have been agreed to supplement the P.E.P process (personal education plans), which will ensure the necessary support is identified at an early stage.
  • Hampton Trust has successfully bid for money to develop mentoring relationships for some of our Looked After Children
  • Fostering Fortnight – more than 50 people expressed an interest in becoming foster carers during a very successful Fostering Fortnight on the Island in May.


Activities for next period

  • Development of partnership working to ensure a joined up approach.
  • Review the Looked After Children Strategy and processes.
  • Restructuring support services to meet customers needs at an earlier stage.
  • Review of contracting and contract management processes.
