Pan urban regeneration

Background and Purpose

In 2004 the Pan area of Newport was awarded government funding as part of a groundbreaking approach to creating community cohesion. Pan was chosen as one of 35 Pathfinder areas nationally – a scheme aimed at improving community life by tackling key issues and empowering residents to influence services. Since the Pan programme began the area has benefited from many innovative and highly successful projects – some of which may eventually be extended to other communities on the Island.

At the heart of the project has been the Pan Neighbourhood Partnership, comprising a management board and staff running the day-to-day operations. The board and staff have developed many initiatives to benefit the local community, covering a wide range of issues, and with the interests of all ages in mind.

The objective of the Pan Urban Extension project is to create a new area of housing and employment that are seen as part of Newport rather than as a separate area. The site for the extension encompasses 20 hectares of land formerly in agricultural use and which is allocated for residential and employment purposes. Key objectives are:

  • Consultation with Pan's existing residents of Pan over progress with the development
  • Maximising the delivery of low cost and affordable homes on the site
  • Delivering between 800-1000 new homes on the site across all tenures

Pan will be a benchmark development for the Island providing a single cohesive community

Progress Report

A new project board, under the leadership of Sarah Mitchell (Director of Community Services) came together in January 07 for the first time. Since then rapid progress with the project has been made and a number of key tasks have been set and completed:


  • Production of a detailed project plan
  • Appointment of the Council's Housing Association Partner (Medina Housing)
  • Cabinet agreement to taking the project forward
  • The development of a Framework and Partnership agreement
  • The production of a detailed specification for the development of the site
  • The appointment of key financial advisors
  • Commencement of the tendering process for a development partner.

Activities for Next Period

The project team meets on a fortnightly basis and is currently engaged in a range of key activities. These will continue in line with the overall project plan. Key Activities for the next 3 – 6 months include:


  • The appointment of a development partner
  • Continuing with the consultation exercise on Pan
  • Finalising the valuation of the site
  • Continuing the consultation exercise with the Housing Corporation

The overall project is now on schedule and a start on site is scheduled for April 2009. This will ensure that the Council and its partners successfully obtain the £11million Housing Corporation grant that has been allocated to the project
