Background and Context:

The developing national programme to ensure that young people are fully engaged and involved is being successfully addressed on the Island. Following the Joint Area Review of June 2007, which recognised the traditional strengths of the Youth Service whilst identifying the need for more strategic youth engagement, the Policy Commission for Children and School results began an enquiry into a youth engagement and involvement strategy in March 2007. This enquiry is still taking place and is expected to report with a ‘blue paper’ to Cabinet in October 2007.

Progress Report:

Much of the progress to date has been centred upon the Policy Commission enquiry. Evidence has been taken from a number of sources including:


  • The Youth Service
  • Extended Schools Programme
  • Youth Inclusion Forum
  • Downside Middle School
  • Young people
  • Visits to youth clubs both voluntary and of the youth service.
  • However, valuable development work has also been achieved with the ‘Active 8's’ summer programme which is targeted to vulnerable young people on transfer from middle to high school. This first ran in the summer of 2006 and will be repeated and expanded this year.

The Youth Inclusion Forum has been established with the Youth Offending Team and gives young people in particular need a voice and engagement in their future. Wight2B Heard and the Youth Council continue to provide a forum where Young people can express their views and have impact upon what is being done for them.


The Youth Council has contributed effectively to the debate on school organisation. The Young People’s panel has successfully approved over £150,000 of funding in the last year and is monitoring the success of Island wide projects as part of the Youth Opportunities Fund. Their work and the processes used have achieved national acclaim.


Activities for the Next Period:

The activities for the next period will be very dependent upon the proposals in the Policy Commission’s ‘paper’, however, the development of integrated and targeted youth provision, which provides engagement and opportunities for all young people is a given. This development will move in parallel to the school organisation project and the growing integration of school and youth provision will be a feature of any new provision.


Following approval of any recommendations to Cabinet an implementation plan will be published, with a probable completion target of 2009 to 2010.
