RESOLVED :
THAT the Minutes of the meeting held on 20 June 2000 be confirmed.
32. DECLARATIONS OF INTEREST
Mr C Chapman declared a non-pecuniary interest in Minute 34 item 3, 1- 8 Upper Highland Road, Ryde.
33. URGENT BUSINESS
The Chairman agreed to consideration of an item of urgent business as there was an apparent breach of planning condition which was required to be reported to this Committee at the earliest possible opportunity.
TCP/8043T/P0962/95 - ALLEGED BREACH OF CONDITION IN RESPECT OF APPARENTLY UNAUTHORISED USE OF PART OF SITE FOR RALLY PURPOSES AT ADGESTONE CAMPING PARK, LOWER ROAD, ADGESTONE, BRADING
Members were informed that the site was currently being used for caravan rally purposes contrary to the current planning permission granted, against officer recommendation in 1996. There have been breaches in the past and a Breach of Condition Notice was served in 1998. Over the last few days a number of telephone complaints were received from local residents that the condition once again had been breached. The matter was complicated by the fact that there had been failure of the Council to respond to consultations with the Caravan Club and the validity of the Breach of Condition Notice.
RESOLVED :
(a) THAT In light of the breach of planning condition but giving due regard to the doubtful validity of the Breach of Condition Notice and the failure of the Council as Local Planning Authority to respond to consultations with the Caravan Club, no further action be taken.
(b) (Notwithstanding the resolution in (i)) that a letter be written to the Caravan Club (with a copy to the owner/operator) expressing Members' dissatisfaction with a further breach of this planning condition when the Caravan Club did not possess a favourable response and support for the rallies from the Local Planning Authority.

35. MEMBERS' QUESTION TIME
Mr Fox asked a question relating to allowing Members to debate issues in relation to two items discussed at the Planning Committee meeting on 20 June 2000. The Chairman answered that in respect of the first item a proposal had been put forward and then duly voted upon and in the second, Members had taken a vote to not debate the issue in front of them any further. Mr Fox then asked a further question as to why a particular item at the meeting came under the heading of Urgent Business and another did not. The Chairman directed the question to the Development Control Manager who responded that the preparation of the report dealt with under urgent business had been deliberately delayed to allow as much time as possible for late third party representations while respecting the applicants wish for an early determination following the favourable resolution of the Committee at the meeting held on 30 May 2000.
