School admission arrangement 2013 consultation

Background:The Isle of Wight Council asked for views on proposed changes to the Isle of Wight school admission arrangements for primary and secondary schools.
A new Department of Education admission code introduces a number of changes to current arrangements and those that are statutory have been incorporated into the new primary admissions policies.
The council is also proposing to change the arrangements for allocating places in community and voluntary controlled schools.
Outcome:The Isle of Wight Council has now considering the comments received on the proposed changes to the Isle of Wight school admission arrangements for primary and secondary schools. The authority has determined the policies as proposed and no further changes will be made. The determined policies, together with those for the own admissions authority schools (Voluntary Aided, Foundation and Academies) will be published on iwight.com by the 1
st May. Any objections to the determined admissions policies must be made to the Schools Adjudicator by 30
th June.

2012 Budget consultation

Background:
This consultation has now closed. With significant on going reductions in government funding to councils across the country, the Isle of Wight Council has faced difficult decisions to ensure it spends its budget wisely over the next few years whilst, as far as possible, protecting residents from large council tax rises and cuts to vital services.
We asked for your views to help us to draw up a budget for 2012/13.
Outcome:
The Isle of Wight Council has set a budget that freezes council tax for the second year running.
But at the same time, the £338.3 million budget agreed by the Full Council on 29 February also provides investment in a number of areas – particularly schemes to stimulate the local economy.
Isle of Wight Council leader Councillor David Pugh said the difficult decisions made last year had allowed the authority to agree a package of investment schemes designed to assist the local economy.
Councillor Pugh added that many of the proposals – such as the freezing of car parking charges for the fourth year as well as the budget’s emphasis on supporting the economy - reflected views expressed in consultations held in recent months.

Final youth service proposals consultation

Background:
This consultation is now closed. The council wants to update its youth services to ensure they are available to more people including those with disabilities.
Outcome:
The proposals, which seek to encourage more young people to use the service, are outlined in a delegated decision paper released on 6 January 2012.
Currently only 13 percent of 13-19 year olds on the Island make use of the current provision. The new proposals intend to drive up the number of young people making using the service to 20 per cent by 2014.
Key to the restructuring will be targeting resources on providing year-round services and activities - including during summer holidays when services have traditionally closed - rather than maintaining expensive, out-dated and underused buildings.
There will also be more emphasis on outreach work and under the proposals the new staffing structure will offer more opportunity for staff to have contracts for longer hours, or full time. At present approximately a quarter of the workforce works for just under four hours a week.
Modernising the service, which would be overseen by a new youth and community services manager, will also save council tax payers £128,000 next financial year.

Home to education transport policy consultation

Background:On the 16 August, members of Isle of Wight Council's cabinet agreed to a further consultation period on the council's proposed new home to school transport policy for pupils.
Following a public consultation on proposals to change parts of the current school transport policy, including removing free travel for pupils who attend faith schools if they live more than three miles away, members agreed to undertake a review of the council's entire home to school transport policy. This includes primary school pupils (4 - 11yrs), secondary pupils (11 - 16yrs), post 16 students (16 - 19yrs) and children aged 4 - 16 with special educational needs and disabilities.
The council wanted the policy to be fair to all students.
Outcome:A final decision was made at the 13 December cabinet meeting. The decisions taken were:
(i.) THAT the outcomes of the recent period of representation be noted.
(ii.) THAT the revised Home to Education Transport Policy be adopted and agreed.
(iii.) THAT officers be delegated, in consultation with the relevant Cabinet Members, to make minor detailed amendments to keep the policy up to date

Care for older people on the Isle of Wight consultation

Background:This consultation has now closed. The council has undertaken a detailed review of the current services for older people including the roles of The Adelaide and The Gouldings, as well as the future needs of the Island’s older population. This was the first stage of the consultation where the council asked residents their views on the type of support they would like to see on the Island in the future and how it is delivered.
As well as people who currently use services for older people on the Island and their families and carers, the council wanted to involve younger people who may need to use care services in the future.
A market report has been produced to show people how care for older people is changing locally and nationally, what we know about the number of people who might need care in the future and what is currently available on the Island. The report can be accessed by clicking
here.Outcome:The feedback from this consultation is being considered and will be used to inform the proposals for future care for older people on the Island. These proposals will be published and a further consultation period will take place.

Proposed changes to SEN resourced provision consultation

Background:This consultation is now closed. Isle of Wight Council has consulted on its wish to replace the speech and language unit at Love Lane Primary School with two centres, one at Broadlea Primary School and the other at Greenmount Primary School.
Outcome:Plans to expand and improve the education offered to children on the Isle of Wight with Special Educational Needs and Disabilities (SEND) were discussed at the 11 October Cabinet meeting.
The plans, drawn up following detailed consultation with parents and existing SEND students, and in line with the Government’s recent Green paper, will increase provision for children and young people with SEND and will double to 24, the number of places on the Island for those with Autistic Spectrum Disorder (ASD).

Library service proposals consultation – Extension

Background:
This consultation has now closed and the council has reviewed the feedback received and progressed negotiations around the setting up of community libraries.
Outcome:
The Isle of Wight Council’s library review has formally closed with no community losing its library. A delegated decision report published on Thursday 22 September confirms arrangements that will see the establishment of community libraries in Bembridge, Brighstone, East Cowes, Niton and Shanklin. The community libraries will complement six others the council will continue to run directly, in Cowes, Newport, Ryde, Sandown, Ventnor and Freshwater.

School sites information events consultation

Background:This consultation is now closed. The Isle of Wight Council hosted three information events at three school sites that are due for closure. The events outlined the council's proposals for each site once they closed for the 2011 summer holidays. Local residents and any other interested parties were invited to view the proposals and ask any questions to council officers.
Outcome:The events ran successfully and resident’s questions were answered promptly.

Primary school provision – West Wight area consultation

Background:
This consultation is now closed. Subject to the outcome of the consultation, either statutory notices will be published in September 2011 or alternative proposals will be considered.
Outcome:
On the 18 October 2011, an academy order was made in favour of Weston Community Primary School. This effectively prevents the council from progressing with the option for the closure of Weston.
Post 16 and Faith school transport consultation

End of consultation: 18/07/2011
Background:The consultation sought views on planned changes to the Isle of Wight Council’s transport provision to faith schools and post 16 students.
This consultation has now closed and a report was considered at the 16 August cabinet meeting and the three recommendations put forward in that report have all been approved.
Outcome:Members of Isle of Wight Council’s cabinet agreed to a further consultation period on the council’s proposed new home to education transport policy for all pupils and students (please see above).
A new 28 day consultation period ran from Tuesday 6 September until Friday 14 October.
The options that were approved at the 16 August cabinet meeting were:
Option 1 – To note the outcomes of the recent consultations regarding possible changes to the provision of a subsidy for post 16 transport and the discretional element of denominational school transport.
Option 2 – To agree that a further period of representation takes place, from Tuesday 6 September to 14 October 2011, regarding the proposed new home to education transport policy (as set out in Appendix B) and that the outcome of this process is taken to cabinet for decision in December 2011.
Option 5 – To agree to increase the termly bus pass for post 16 students to £50 with effect from September 2011.

Special Educational Needs and Disabilities (SEND) consultation

Background:
The Special Educational Needs and Disabilities (SEND) consultation has now closed. The responses have been analysed and the results were reported back to the council’s cabinet on 16 August 2011.
Outcome:The option that was approved at the 16 August cabinet meeting was:
Option 1 - To endorse the recommendations of the SEND review and approve the action plan for implementing them.

Island Plan Core Strategy consultation

Background:The Island Plan Core Strategy consultation has now closed. All documentation relating to the Island Plan, including copies of all representations made are sent to the Planning Inspectorate and form part of the formal documents for an examination into the Plan. Outcome:The Examination Hearing Sessions have now closed. They took place between 18 and 21 October 2011 and all the relevant documents can be found on the
Hearings Documents page.
The Schedule of Suggested Changes is a document which sets out all the council-approved suggested changes to the Island Plan Core Strategy, since its submission for independent examination. It is a live document and more information on it
together with the document itself, can be viewed
here.The document itself will be the subject of a delegated member decision in Jan/Feb 2012 and Full Council resolution will be to adopt in March 2012.

Waste Collection Consultation

Background:
The consultation on the introduction of a maximised recycling approach to waste management has now closed.
Outcome:
The Cabinet decided at the meeting on 21 June 2011 that Option 2 be adopted, namely:
THAT the waste collection arrangements are changed with effect from 1 February 2012 to:
- Increase the types of waste that residents can recycle from the current arrangement of glass bottles and jars, some types of papers and textiles to glass bottles and jars, all paper, all plastics, cardboard and metals.
- Provide wheelie bins to residents for recycling, or sacks were wheelie bins are not appropriate which will be collected fortnightly reflecting the current collection arrangements for the black box scheme. Residents will continue to provide their own sacks and bins for non recyclable waste which will also be collected fortnightly.
- Provide weekly collection of food waste, with provision of two caddies per household – one for the kitchen and one to leave out for collection.
- Introduce a commercially operated garden waste collection service where residents can pay the contractor an annual subscription for a fortnightly collection of biodegradable garden waste for composting in wheeled bins.
- That any further adjustments or detailed arrangements required are delegated to the Strategic Director for the Economy and Environment in consultation with the relevant Cabinet Member.

Childcare Provision consultation

Background:Local Authorities are required under the Childcare Act 2006, Section 6 to ensure that there is sufficient, quality, flexible, sustainable childcare for parents and carers. The Childcare Act 2006 defines childcare sufficiency as ‘sufficient to meet the requirement of parents in the (Local Authority’s) area who require childcare.
Local Authorities are required to consult with the public on the Assessment. This is an opportunity to record views on the content of the draft report and influence the action plan that will be written as a result of the Assessment.

Conservation Area Appraisals consultation

Background:
The consultation regarding Conservation Area Appraisals for Bembridge, Ryde, Ryde St John’s, Sandown and Shanklin has now closed. All comments received have been taken into consideration prior to the adoption of the Appraisal documents as Supplementary Planning Documents.

Licensing Policy consultation

Background:The Licensing policy consultation has now closed. The Licensing Act 2003 introduces a requirement for all local authorities to set out their policy in respect of licences for the sale of alcohol, provision of regulated entertainment and the provision of late night refreshment.
Outcome:The feedback from the consultation was included in a report for the Licensing and General Purposes Sub-Committee on 28 March. The revised policy is available

Island Transport Plan (ITP) consultation

Background:The draft ITP was made available for a 12-week consultation period starting on 12 November 2010 accompanied by both the statutory Strategic Environmental Report (SEA) and the Habitat Regulation Assessment (HRA) Screening Statement.
Outcome: The final plan was adopted by the council’s Cabinet at their meeting of 10 May 2011 (Cabinet paper available
here) and endorsed by Full Council on 15 June 2011 (Full Council paper available
here).

Public Convenience Plans consultation

Background:The public convenience plans consultation has now closed. The council looked to reduce its spend on public toilets as it strived to save £18m over 2011/12.

Social Care Charging Policy and Westminster House consultations
2011 Budget consultation

Background:
Each year the Isle of Wight Council undertakes a budget consultation exercise with residents and stakeholder groups to help guide and inform the annual budget setting process.
This year the consultation exercise included a qualitative workshop consisting of eight focus groups and online budget simulator to consult residents on their spending and budgetary priorities for the forthcoming year.
In addition, a separate focus group, following the same topic guide utilised in the workshop, was held with the Cowes Friendship Group (a group of Asian women living on the Island) and the findings for this group are also included.
