Flytipping

Flytipping is the illegal dumping of rubbish on land. The rubbish can be anything from bags of household waste to fridges and sofas to building or trade waste. It can be dumped by householders, builders or anyone else. People flytip to avoid waste disposal costs or because they are unsure of what to do with their waste.

Flytipping is unsightly, attracts more flytipping and can harbour vermin. The landowner is responsible for removing flytipped waste on their land.

Flytipping on the highway and in council car parks is removed under the Street Cleansing Contract. Flytipping on other Council owned land is dealt with as below:

Under the Street Cleansing Contract we aim to remove all flytipping within 24 hours of notification. Larger deposits or deposits in areas difficult to access may take a little longer.

Where rubbish is flytipped onto private land and if the material presents a risk to public health or attracts vermin, the Councils Environmental Health Department may be able to require the landowner to remove the waste.

Flytipping is a criminal offence and the removal of flytipped waste is expensive. Therefore, wherever possible the Council will try to identify where the waste came from and/or who dumped the waste. People caught flytipping could be liable to prosecution, with a maximum fine of £20,000 and/or 6 months imprisonment.

The Council co-operates fully with the Environment Agency to tackle this problem and is prepared to take the necessary legal action.



If you see someone flytipping, please make a note of the date, time, vehicle registration number and the type of waste and report it immediately to the Environment Agency’s 24 hour hotline number on 0800 80 70 60.
