Combined Accommodation Scheme (CAS)


The Fostering and Adoption Services Team (FAST) and the Independence Support Project (now known as the Looked After Children 16+ Team) have combined roles to form a new accommodation team known as the Combined Accommodation Scheme (CAS). This has been done to meet better the needs of young people, foster carers and supportive lodgings providers in the community. The CAS has been set up to support young people who are also supported by other teams in Children and Family Services.
 

Vision Statement


To provide a consistent and stable experience for young people in the community who are or have been in foster care by offering continuity of care and accommodation. To provide accommodation and support to young people (aged 16-18 years) in the community who find themselves homeless.

CAS Aim


To provide assessment and ongoing support to people in the community who wish to provide foster care/supportive lodgings for young people. The C.A.S. aims to establish a partnership with other agencies that supports foster carers/supportive lodgings providers in their role, focused on the best interests of the young people. The C.A.S. aims to improve the health, education and lifetime opportunities for these young people.
 

The CAS welcomes:

  • Foster carers who are looking after young people aged 14 years and above and who are in a proposed long-term placement.
  • Supportive lodgings providers who are providing accommodation for homeless young people and/or young people who are no longer under foster care regulations.
  • Foster Carers who continue to provide accommodation for the young person who lives with them when that young person's fostering regulations have been discharged. Fostering regulations are discharged automatically on a young person's 18th birthday. In these circumstances foster carers become supportive lodgings providers.
  • Bed and Breakfast Providers who would like to provide accommodation on a short-term basis for young people.
  • People who are new to the system and would like to become foster carers or supportive lodgings providers.
  • Current supportive lodgings providers who would like to foster.
