The Council has introduced two new systems that will affect the way we carry out many of the day-to-day transactions with our suppliers - i.e. an electronic marketplace and the use of procurement cards.

These new systems reflect, in part, the Council’s response to the targets set by the Government for all local authorities to purchase and pay for goods and services by electronic means. Far more importantly however, they provide a real opportunity for the Council and its suppliers/contractors to transact more efficiently and streamline many of the existing processes, thus potentially providing a number of mutual benefits. In short, we wish to take better advantage of cost-effective, modern systems and technologies to undertake many “routine” purchasing transactions with our suppliers and contractors. This includes accessing electronic catalogues, raising and dispatching purchase orders, receipting of goods and services, goods return notes, invoices and payments. Potentially this offers considerable benefits to both the Council and its suppliers alike in terms of improved efficiency.

The Electronic Marketplace is currently being implemented with key suppliers already on the system and more are currently being added as part of a progressive rollout programme. Although only a few Council sections are currently placing orders, the training of all Council users should take place over the next three months. During this time suppliers may receive orders both in the current format and via the Marketplace.

There are several options available to suppliers within the Marketplace:
  • A web based catalogue with electronic ordering/invoicing, payment by BACS
  • Electronic orders with payment by BACS
  • Orders by email, fax, post with payment by BACS
The Government Procurement Cards (Visa) have been introduced and we are currently identifying suppliers who are capable of accepting them. Several cards have already been issued and the number of these will grow over time.
