Consultation Document

All councils have a statutory duty to consult on a wide range of activity. As a listening Council we are committed to ensuring Island residents and service users have real and meaningful opportunities to be involved in the shaping and delivery of services.

The benefits of this process will include better services, greater involvement of local people in shaping the future of their area and an enhanced image of the council as a listening and responsive organisation.

This consultation process is required to establish the new Dog Control Order Regulations on the Island. These have been introduced by the Clean Neighbourhoods and Environment Act 2005 and will supersede existing byelaws to give the Isle of Wight Council the opportunity to review, renew and update its provision. To this end the Isle of Wight Council intends to introduce three new Dog Orders to address the public nuisance that may be caused in terms of dogs not being on leads, dog fouling and Dog Prohibition Zones.

The existing byelaws and orders include a number of dog beach bans, incorporate the Dogs Fouling of Land Act 1996 and various dogs on leads conditions. The main changes to these byelaws are to:

1. It will be an offence if a person in charge of a dog(s) to allow it/them to enter a number of Council owned beaches on the Island during the period of the 1 May to the 30 September.

2. It will be an offence if a person in charge of a dog(s) fails to remove faeces from any land to which the public have access forthwith.

3. It will be an offence if a person in charge of a dog(s) fails to keep it/them on a lead on each and every length of road including adjacent pavements and verges, within the administrative area of the Isle of Wight Council.


This consultation process is required to introduce the new Dog Regulation Orders and gives you the opportunity to make comment on whether the proposals go far enough or too far and if so, why you believe the amendments are necessary.
