A.1 PROGRESS MADE IN 2001/02 IN WORKING TOWARDS THE OBJECTIVES AND STRATEGIES CONTAINED IN THE LTP 

It is recognised that we need a safe and efficient transport system if we are to achieve a strong and prosperous economy. Issues such as congestion and delays can add a further burden to our economic development. Growing pollution, congestion, delays, accidents, damage to our environment and increased energy consumption, are factors which are fuelling the national and local transport debate.

The LTP seeks to increase transport choice, by the application of an integrated transport policy and accords with national and regional policy, it has been refined and tested through ongoing consultation as part of the development of the Community Plan, Corporate Strategy, Social Inclusion Policy, HImP, LA21 and Best Value programme.

A.1.1 Working Together 

It is recognised that delivering these objectives will not be an easy task. The Council is not directly responsible for all aspects of transport provision and these objectives can only be successfully delivered alongside a broad range of policies and strategies, such as land use and economic planning, and in partnership with neighbouring Authorities and a wide range of local businesses, transport operators and public and private sector representatives. The strategy is being developed in partnership with the following:

• Sustainable Tourism Group

• Town and Parish Councils

A.1.2 Delivery 

The Council is putting in place measures to deliver the transport strategy through schemes such as bus priority measures - new kerbing to suit low floor buses and modern safe, shelters. New and improved footways, cycleways, cycle parking, improvements to street lighting, CCTV and improved transport interchange and information are all helping to provide a real alternative to the car and encourage modal shift.

This APR demonstrates positive moves towards reaching our targets by making walking, cycling and travel by public transport easier, safer and more convenient.

This section explains the progress that is being made towards delivering our transport targets over the period April 2001 - March 2002. It should be read in conjunction with section C - core performance indicators and section D reporting progress made against local objectives and targets 2001/02.
